Boverket’s Resource ID is a unique identifier used to link climate data to a specific construction product, material, or energy source in Boverket’s Climate Database. The Climate Database has been developed to support work on climate declarations in accordance with the Planning and Building Act (PBL).
When a product lacks an Environmental Product Declaration (EPD), a resource from Boverket’s Climate Database can be used as standardized reference data. The resource then represents a typical product within a certain category and is assigned values for climate impact (CO₂e) according to Boverket’s methodology.
Adjusted Climate Values
It is important to note that the values in Boverket’s Climate Database are adjusted upwards, meaning they are intentionally set slightly higher than the average actual values. The purpose of this is to avoid underestimating climate impact when precise data is not available.
For suppliers, this means that products without an EPD may appear to have a higher climate impact than they actually do. By developing a product-specific EPD, the supplier can present actual climate data, which often results in a lower climate value in the declaration and a stronger competitive position.
What a Resource Represents
A resource in Boverket’s Climate Database may describe:

Each resource is defined with values for climate impact expressed as carbon dioxide equivalents (CO₂e). These values are used as standard figures when specific product data is unavailable.

The Resource ID functions as a key connecting the construction product’s information (e.g., article data in Finfo) with the corresponding climate data in Boverket’s database. This enables:
