Information and description
The Regulation on Explosives Precursors is an EU law that regulates chemical substances that can be misused to manufacture homemade explosives, also known as explosive precursors. The purpose is to limit public access to such substances and to introduce mandatory reporting of suspicious transactions to help prevent terrorism and other serious crimes.
The law applies to both pure substances and products containing such substances and requires permits for possession and use by private individuals, as well as reporting obligations for companies. The substances concerned are listed in Annexes I and II of the EU Regulation.
